University Grants Commission invites applications for the award of 756 fellowships for the year 2012-13 under Maulana Azad National Fellowship (MANF) for the benefit of Minority Students belonging to Muslim, Sikh, Christian, Buddhist & Parsi communities for pursuing studies leading to M.Phil/Ph.D degree (full time) in Sciences, Engineering & Technology, Humanities & Social Sciences. Students availing themselves of the benefit of JRF of UGC-NET or UGC-CSIR NET are not eligible to apply.

Selection will be made on the basis of merit. The guidelines of the scheme, detailed terms and conditions of the fellowship, eligibility etc. may be seen by logging on to the UGC website www.ugc.ac.in.

Circular for inviting proposals from the Colleges located in Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Chandigarh, Uttar Pradesh and Uttaranchal for Minor Research Project/ Seminar/Symposia/ Conference.

The University Grants Commission has been providing financial assistance to the Colleges for Minor Research Projects/ Seminar / Symposia/ Conferences. Proposals of the eligible Colleges listed under Section 2 (f) and 12 (B) of the UGC Act, 1956 have to be considered by the UGC as per Guidelines of the XI Plan Development Schemes (as 12th Plan guidelines are yet to be framed). The Guidelines of the scheme (XI Plan) are available on the UGC website: www.ugc.ac.in. Confirmed full time teachers in Self – financing Colleges, which are included under Section 2(f) and 12 (B) of the UGC Act, 1956 are also eligible to apply under the Scheme of Minor Research Project.

The Colleges under Northern Regional College Bureau (NRCB) may submit their proposals of the office of the undersigned in the prescribed format along with other necessary documents, duly forwarded through their affiliating University positively before 16th Nov, 2012.

The incomplete proposal and proposals received after 16th Nov, 2012 will not be entertained.

Annual Session of Indian Science Congress has emerged as a major national event. The centenary session scheduled for 3rd – 7th January, 2013 gains historical importance in more than one way. Whereas the themes for all the sessions up the period of 2003 since the first session in 1914 could be grouped under ‘Shaping of the Indian Science’, the theme selected for the centenary session is “Science for shaping the future of India”.

Science has remained a human activity for the formulation of knowledge. The generation of new body of knowledge continues to be the important preoccupation of scientists. In the real world, the deployment of formulated knowledge for solving social problems has been gaining equal importance. It is widely accepted that the future generations would rely on the power of scientific knowledge to solve problems of food and nutrition security, affordable health care challenges, energy and environment related problems,water and sanitation related challenges, etc. Science, Technology and Innovation are emerging three pillars from which future societies could not only benefit but also rely for solving social challenges.

Support from the political will for Indian science since independence has always been total. Investments into science have increased in absolute quantum significantly during the 21st century, although the commitment to increase the Gross Expenditure on Research and Development to 2% of the Gross Domestic Product still remains a target than reality. Realization of a national target would demand significant increases of private sector engagement into Research and Development. A new policy environment for making research and development attractive for investment by all share holders of science seems the need of the hour.

Applications in prescribed format are invited from current and former SC, ST, Minority, OBC (non-creamy layer) students of the University for a 3-month Coaching Programme for NET, SET etc examination. Students belonging to the general category and students of other universities are also eligible to apply. Candidates must have requisite qualification for appearing at the NET/SET examination.

SC, ST, Minority, OBC (non-creamy layer), and BPL card holding students are exempted from paying any course fee. General students have to pay Rs. 1000/- as course fee. A. in Mass Communication course of studies of this University for the academic session 2012-2014. The selected candidates are advised to report at the office of the undersigned to complete their admission formalities from 01.11.2012 to 07.11.2012 positively on production of all academic credentials in original and on deposition of the required fees at the University cash counter between 11 a.m. and 2 p.m. No candidates of this list will be entertained for admission after 07.11.2012 in any case.

The total course fees is Rs. 10,000/- (Rupees ten thousand only) to be paid in equal two installments. Candidates are advised to bring with them an approximate amount of Rs. 6,500/- (Rupees six thousand and five hundred only) on the day of admission.

The Context


The wave of economic liberalization across the world have thrown open a host of issues like Intellectual property Rights (IPR) and patenting system which have direct implications on the agricultural research endeavours. Environmental concerns with focus on ecological balance, pollution control, global warming, conservation of genetic heritage etc.. have become important items. Indian agriculture in general and West Bengal agricultural research in particular need to respond to such emerging scenario.

Global Scenario

The global scenario has also changed with time and with new discoveries in science and technology. Application of the state-of-the-art science and technology to agricultural research in an open market system is the latest direction that has been adopted. Environmental concerns are becoming stronger each day. Intellectual Property Rights (IPR) and Patent systems have shaken the traditional approaches of developing and underdeveloped nations. Similarly, globalisation of open market economy has thrown challenges to all enterprising nations. Gradually, international standards for biological safety, ecosystems, international trades, protection of environment, conservation of genetic heritage etc. are being developed and internationally implemented. Global warming and pollution are also immensely important issues. All these features are applicable to India Agriculture and to the agricultural situation in West Bengal.

National Scenario

India has embarked upon the second green revolution through precision agriculture to meet the challenges of food and livelihood security requirements. A new beginning has been made with new thrusts in agricultural research. In this venture, ICAR remains the lead institution at national level, while BCKV is the pathfinder institution in West Bengal.
